Joy Fitzgerald received Bachelor of Arts and Juris Doctor Degrees from the University of Colorado at Boulder.  Following a judicial clerkship with Judge John P. Moore of the United States District Court for the District of Colorado, she pursued a general law practice with an emphasis in education law.  For the past 17 years, she has worked with non-profit agencies, school districts, higher education institutions and government agencies as an education policy consultant, researcher and writer.
